Not always. Quite a few top_pov aren't from a penetrating character's POV, but rather from a higher up view, and quite a few bottom_pov aren't from the penetrated character's POV, but rather a lower down view.

Many aren't even real POV/first-person-view images (a more general problem among _pov tags, but still).
