Because of weird definitions. As far as the rule goes, "webcomic" means a comic hosted only on an artist's own site and/or a comic-hosting site like WebToon, where they get kickback from ads. However, to most people a webcomic is simply a comic hosted somewhere on the web, which is a much looser definition. As long as the comic's available on a site like FA, DA, Twitter, etc, it's fair game and doesn't run afoul of the rule.

In any case, though, the tag isn't just for webcomics themselves. Like video_games, visual_novel, etc, it's a tag for when a post contains something relating to a webcomic. A normal, non-comic picture of grape_jelly_(housepets!) would technically count for the tag, for example.

...So basically the term is functionally equivalent to the comic tag, and the tag also applies to all characters who have ever appeared in an image tagged comic.

Hmm, yes, can't think why that might be proposed for invalidation.
