Reason: tags that are “x penetrating y” should in theory inherently imply “x penetrating” and “y penetrated”. There an ungodly amount more tags than listed that should in theory have this change but I’m capped at 25 per BUR, so I just put in the tags that are most relevant (the male penetrating y species tags) due to the fact I’ve mostly seen this issue pop up when tagging posts with a disembodied penis

There was some talk about getting rid of the <gender>_penetrating_<form> tags, and just having <gender>_on_<form> with the usual <gender>_penetrating and <form>_penetrated tags (which get added by <gender>_penetrating_<gender> and <form>_penetrating_<form> tags).
