For example, when a Janitor finds something that needs to be deleted because it broke the rules, that Janitor can handle the deletion part themselves, but they then hand over the necessary information to the tickets, where someone who has the Moderator or Admin role can handle the other half of punishing the user for the broken rule (like posting paid content, dnp/cdnp, RL porn or other outright forbidden content). So neither role is expected to be able to handle everything, but they are given the tools and training for the part that they do oversee.
While Admins can do some of everything, depending on where they are needed.
Just in case anyone is left wondering, for anyone who indicated an interest in both Moderator and Janitor positions: that would eventually be discussed on a case by case basis between them and us, to decide where they might be best suited. So no worries about that and indicating an interest in both positions is fine.
Ah, thanks for the info. Yeah, I figured mods would still have the standard general options but wanted to double-check. Also, I hadn't considered the two positions interacting like that, but it's logical. If someone breaks CoC with an upload it would fall under a mod's responsibilities for actioning, not the janitor.

I'm going to be honest and say if someone can't see the clearly-marked reference code which is literally pointed out as the reference code you should have going into the application, I'd be hesitant to trust them handling tickets, which is the whole point, I'm sure. Weed out the applicants who miss something so simple.
