Reason: Just like multiple images and picture in picture, I think cutaway (and it's sub-types) should be a meta tag.

Also, since those are just sub-types of cutaway they should imply it. Some of these tags have less than 100 posts, but I didn't change them manually because there might be disagreement about it.

A cutaway is an actual thing in the image, like a border or speech_bubble. If anything perhaps cutaway should imply picture_in_picture, though the image in the cutaway may not be distinct enough to warrant that.

It shouldn't, cutaway could be used for showing the butt off of a character when it's a front view and that's already enough to kill that, on top of that picture_in_picture has cutaway listed as "Not to be confused with". I wish picture in picture would get tagged more though.
