It appears the threatening tag is also used as an adjective, making it not interchangeable with threat.

Threatening can be many things: An expression, a posture, a gesture.
Meanwhile, a threat is just that, a threat, "I'm gonna kill you" is a threat.

I'm not against aliasing threat to threatening because both definitions overlap, and seem rather redundant anyway (threatening threat) but certainly not this way, never.
