Does it still count when it's the frame? Or if the "portal" fluid is spilling out all over rather than forming a gateway?

Oh... hmm. I'm not sure. I could see it being appropriate to tag an empty portal frame with portal, as it's an unactivated portal, but maybe that's too TWYK? I hadn't thought of that before

We could always just cut the tag off such images (maybe replace it with nether_portal_frame since it's only the frame?) if we have to.

Sure, and it should be implicated to portal_frame. There are situatioons where a portal is clearly there, but is inactive. The game portal has, for example, 2 colored portals and if only one of them is used, but not the other it ain't gonna work.
