The tag implication madame_issy -> trans_woman_(lore) (forum #367249) has been rejected by @gattonero2001.
It's not going to work for the same reasons we don't imply characters to species. It's fully possible for this character to be portrayed as not trans in some manner (for example, from a point in their lives before they realized their gender didn't match their sex, whereupon the lore tag wouldn't be accurate) or for some non-trans character to be cosplaying as them.
