Reason: These tags are generally used for the same thing, sometimes both being on the same image, and the general naming scheme for things being furry/fluffy is "Fluffy_x" such as fluffy_tail , fluffy_ears , and fluffy_chest . Therefore I think the furry_penis and furry_balls tags should be absorbed into the more consistently named tags as an alias.
