Topic: consent bur + wiki change proposal

create implication explicitly_stated_consent (1601) -> consent (40)
create implication written_consent (62) -> explicitly_stated_consent (1601)

Reasons:

implication #1: Explicitly stated consent is consent
implication #2: Per the explicitly_stated_consent wiki, written_consent is explicitly stated consent.

I would also like to propose removing the following from explicitly_stated_consent wiki:

"* A thumbs up, a nod, other nonverbal forms of agreement" - This does not align with explicitly_stated_nonconsent. As far as I'm aware, a negative nod or a thumbs down does not qualify for explicitly stated nonconsent, so it shouldn't be used for explicitly stated consent. Maybe it could be allowed if the gesture is in response to an inquiry of some sort, but the gesture by itself seems insufficient.

"* Willingly offering self to the viewer or another character" - This is just regular consent. It is not a statement, there must be an affirmative statement of some sort.
