Regarding tentacle_penetration/tentacle_sex, tentacle sex would refer to non-penetrative sex acts as well -- like a tentacle jerking off a dick. Tentacle penetration is just one type of tentacle sex, so tentacle_penetration should probably imply tentacle_sex. This interpretation is backed up by the wiki article for tentacle_sex where tentacle penetration is a subpoint under tentacle sex (see "Tentacle Actions" dropdown).

I suppose horn_penetration/horn_sex could be similar, if there were images of, say, a character frotting their penis against a horn. It seems less likely that this would be a common theme, but the possibility for such a distinction is there with separate tags. If we go that route, then horn_penetration should imply horn_sex.

Hmm. Thinking about it more, I suspect it's a matter of the participants involved. If a tentacled character is penetrating themselves, then it's not tentacle "sex", per se, but rather, masturbation. I think that'd be the best argument for why tentacle_penetration doesn't imply tentacle_sex -- kind of like how anal penetration isn't anal sex if it's anal masturbation.

Applying that to horn_penetration and horn_sex, I guess it'd be horn penetration but not horn sex if a character were flexible enough to penetrate themselves with their own horn -- or, on a potentially more macabre note, if they were to penetrate themselves with someone's removed horn.
