Reason: I noticed today that there existed both the swaying_hips and hip_sway tags, with a fair amount of posts under said tags. Upon further review of the swaying wiki, I've found additional types of tags with no alias or implications going on (with exceptions to tail_sway). Although this isn't a largely used set of tags, I think it would be worth it to start cleaning this up and "standardizing" it.

The reason for swaying_* rather than the existing use case would be to make it easier to pick out of a tag list when multiple parts of the body can be swaying (examples: post #3003429, post #2293683, and post #2035398). It would also match other adjective_noun tags such as bouncing_* and shaking_*.

Side note on tail_sway: It is currently implicating tail_motion. This is the reason for the last two lines which unimply and then imply to the new tag.
