Is tail_clothing really a type of bottomwear? It looks like the tag is commonly used for types of clothing that only cover the tail.

hmm... looking at the wiki as well as the implcations, it seems like it's literally used for two entirety separate concepts, both clothing that is worn on the tail, and clothing that has been made to accommodate the existence of a tail.

Human clothing adapted to furry anatomy, usually pants or underwear with a hole, strap, or other feature for the tail to pass through, or clothing designed to cover part or all of the tail.

so, that's not great...

also, it implies tail which is potentially also problematic in the same way that implying cleavage from cleavage_cutout was.
