A halter or a bridle is not a harness, and mainly harness_gags are bridles or halters. They are not harnesses. Although the Cambridge Dictionary definition of harness states that a harnes is a set of straps that is used to attach a load to an animal and to steer the animal, a halter and bridle are mainly for steering and harness for attaching. Making google searches for harness gives only some images of halters, and in most of those, there is an actual harness equipped as well. Vice versa with googling halter or bridle.

muzzle_(object) wiki page says: "Muzzles will generally have an appearance that covers the entire snout (muzzle) but can also be as simple as a ring around the snout. A muzzle is not a type of gag unless it is combined with one." A harness_gag doesn't require there to be anything preventing the mouth from opening (further). There is no strap at all necessarily around the snout. Also: a harness gag is not necessarily a muzzle.
As the bridle wiki page says: "for the purposes of e621 tagging, a bridle is a halter with a bit gag." I would even allow for considering a halter with any kind of gag to be tagged as a bridle, but this BUR is not taking sides on that issue.
