In theory, taunting is intended to provoke a reaction. The classic example is someone taunts you so that you might hit them, which they are ready for and will use your outburst to your detriment. Mocking is an insulting behavior that taunting often employs. Taunting has a goal. Mocking does not need a goal. Mocking can be "just being mean." This distinction might be asking far too much from the average tagger, especially with those tags' wikis in their current states, but I don't like losing a distinct tool in the tagging war chest because "words are hard."
