The tag implication #53597 penis_shadow -> suggestive has been rejected.

Reason: While looking for all the "suggestive_x" tags for a BUR, I found "suggestive_shadow" which made me realize that this tag doesn't imply suggestive. I personally think it should, as while a shadow doesn't explicitly show genitals, it heavily implies their presence.

EDIT: The tag implication penis_shadow -> suggestive (forum #387451) has been rejected by @Mothbean.

Not sure the shadow of a penis should count as suggestive, as it's pretty explicitly a penis. Maybe if it was a more vague penis-like shape, but not if it's clearly a penis.
