change category screencap (2849) -> meta

Reason: 1. Moving screencap to meta because I'm honestly not sure why it's not already?

2. Other types of edits are categorized as meta. Screencap edit is an edited screencap, so it should imply edit and screencap. Removed for now based on Watsit's concerns.

Is there a difference between screencap and screencap_edit? Pure screencaps aren't allowed, they have to be hand-altered in some way (such as a character drawn on them, or part of it being redrawn), making it an edit.

It looks like many if not most of those are edits too. Should a handful of grandfathered posts require making a separate tag that most people aren't likely to use and just tag with the normal screencap tag? This is more of a general question, as I wouldn't doubt there are similar tags aside from screencaps with the same issue.

I mean, I suppose screencap third-party_edit does work for the same purpose. I'll remove screencap_edit from my BUR for now, I still think screencap needs to be in meta though.
