If there's a line in the BUR that's invalid for whatever reason (another alias/implication went through that overlaps with the BUR, for example), the entire thing blows up.

It doesn't blow up, FAILED is just a spicy type of pending, it can still be approved or rejected.
Rainbow Dash chose not to approve because more than a quarter of that BUR is invalid due to antecedent tag being aliased to something else, and no one wants to deal with that
