Reason: This is just the same thing as a bikini, isn't it? That seems to be all these tags are used for, in any case.

It typically (or always?) contains a bikini_bottom, which on its own implies bikini, so following that logic it should count.

Well, the name sort of implies that it's a type of bikini, so... sure, why not?
The alternative here is to have both bikini and tankini imply two-piece_swimsuit, which sounds a bit pointless.

Right. Then the solution would be to remove the bikini_bottom and bikini_top implications from bikini. That doesn’t sound good either.

So yeah, still in favor of with aliasing two-piece to bikini and being done with it.
