Accessory is a tag that could use a lot more fleshing out. There's plenty of tags that should probably imply it, but it raises the question of what classifies as an accessory.

Wikipedia mentions these as accessories (not a complete list, just ones I think are worth mentioning):

Most headwear and other clothing items are also listed, but I think since e621 considers that clothing, it definitely shouldn't fall under accessory.

There's definitely way more tags floating around that should probably fall under accessory. I think it'd be great if we could set up accessory as an umbrella tag similarly to clothing, but that first requires us to figure out what we want to fall into it.

I'm not sure if I'd consider quite a bit of that list to really be accessories, at least not by our definitions.
purses, wallets, and umbrellas aren't worn, they're carried. more like "items" than accessories.
earmuffs and scarves are worn for warmth primarily, so I feel like that makes them clothing rather than accessories.
I'm not sure how I'd classify belts and ties and the like, they kinda don't seem like clothing but at the same time they don't seem like _not_ clothing...

Yeah, anything handheld I'm a little meh about.

I feel like scarves and earmuffs are borderline cases. Personally, belts and ties are closer to accessories in my mind.

The ones I feel most strongly about from that list would be:

• jewelry
• watch
• sash
• lanyard
• pin_button

There's also other tags floating around that feel pretty strongly as being accessories to me, like:

• armband, thighband, wristband, etc.
• beaded_chain / wallet_chain
• crown
• cuff_links / shirt_cuffs
• flower_crown

Harness, maybe, when worn for fashion, but I don't think an implication would work there for obvious reasons.

Is there a reason why clothing and accessory are mutually exclusive? Something can be both clothing and an accessory (hats, for example).

They don't necessarily have to be, I just assumed people would want to keep them separate
