What about frottage through some kind of cover? The wikis were never clear on that. Does it still count as frottage if one penis is covered by, let's say, underwear or cock warmer — but the characters are clearly frotting? And if so, does that still count as penises_touching, if there's cloth between?

There's a lot of posts in frottage -penis underwear, but I'm not sure about how many of those actually count as frottage.

We've got no clear answer on in the middle, but both being in underwear would be bulge_frottage and not frottage (see: topic #35439), but one of each.. would be both? The main issue with bulge_frottage here is that it implies sex (of which bulge frottage is not always, like when they're just brushing up against eachother in post #801356), though if a penis is fully visible that's probably not an issue

I believe those are mostly tagged incorrectly

For frottage, the penises should be seen grinding each other, otherwise it should be tagged as something else (like covered_frottage) IMO.

Bulge frottage is a tag, and it doesn't imply frottage (nor should), so the penises really should be physically touching each other. Also, just like penis, balls and vagina aren't to be tagged if they are covered/unseen (even when they leave detailed bulges or camel toes), neither should frottage.

And frottage should imply penis, but making it imply penises touching and making this one imply penis is a better option.

That makes sense. Fits the penis_outline vs. penis tagging.
Then yea, penises_touching implication seems valid (and could in turn be implied to penis.)
