frottage is when:
two characters press and rub their erect penises together.
A bulge isn't necessarily a penis, let alone an erect penis.

Bulge_frottage itself is fine. But if I search for frottage, I expect to see penises touching/rubbing, not bulges of fabric or flesh that may or may not be penises underneath. Bulge doesn't implicate penis, so bulge_frottage shouldn't implicate frottage which is specifically for penises rubbing together.

The tag implication bulge_frottage -> frottage (forum #345882) has been approved by @Rainbow_Dash.
This makes bulge_frottage imply sex now, which is not always true
as has been stated bulge_frottage does not have to involve penises at all, so it wouldn't be frottage.
This was overall met with mixed or negative reactions, I don't see why it was approved
