The tag implication #64176 cock_and_ball_torture -> bdsm is pending approval.

Reason: Cock_and_ball_torture always has either a sadist or masochist component to it, but we cannot imply CBT to either because it is unknown which is present.

Since sadism and masochism are BDSM, it makes sense to have cock_and_ball_torture imply BDSM.

with some of the stuff that currently implies cock_and_ball_torture, I'm not sure that this makes sense.

Sadism and masochism are dependent on a character receiving sexual gratification, but cock_and_ball_torture doesn't seem to require sexual gratification for the torturer or tortured. BDSM says "The tag is for cases when there are clear sexual or fetishistic undertones present", but CBT can be self-inflicted pain endurance, or plain old torture (along the lines of lashing or waterboarding), and not a sexual/BDSM thing.

It could be argued that nonconsensual/dubiously consensual CBT and straight up torture should get its own separate tag and CBT should only be for scenarios where the recipient is getting some sort of gratification from it, but as it's currently used, it's generally just tagged on any pictures depicting the male genitals being hurt and/or tortured, which isn't always BDSM.
