How is it formatted on your blacklist?
If they’re in the same line it’s going to only block posts with both of those tags, not one or the other

Correct. Each line is like a single search of those tags together.
This is especially useful with negative tags, as it can help you block a tag unless it is also accompanied with another tag.
For example, if you liked Judy Hopps in explicit images but don't care for the safer art of her, you can have a line that reads judy_hopps -rating:e to hide all safe and questionable images of Judy while keeping the explicit ones visible.
Having one tag on its own line means every post with that tag will be hidden, which by the sound of it is what you're wanting to do. Worth keeping the multi-tag method in mind for the future though, especially if you have tags that you want to filter but not completely hide.
