It's possible to be short without being a nub (post #5079720 for example) so in theory there's utility to having a tag that allows for a distinction. But in practice cases where 'nub' doesn't apply are rare.
I think a nub_tail is exceptionally shorter than a normal short_tail, though there does seem to be a lot of reasonably long nub_tails too. Ideally I'd think nub_tail could imply short_tail the same as scut_tail does.
