As you can see, that fox is clearly deriving sexual pleasure from the manual stimulation of their own nipples. Therefore, the activity that they are engaging in can be considered a form of masturbation.

I wouldn't call that nipple_masturbation any more than getting off on playing with or tickling your own feet is foot_masturbation. It could also be confused for nipple_penetration of oneself. I'd say <body_part>_masturbation should be for when <body_part> is being sexually stimulated, regardless of whether or not the character ejaculates from it (a character can perform anal_masturbation regardless of whether they get an erection or ejaculate from it, it's the fact that the anus is being sexually stimulated that makes it masturbation). In this case, there doesn't seem to be any difference between "nipple masturbation" and auto_nipple_play or something (which doesn't yet exist, but auto_nipple_penetration does). Basically, IMO, a character doing something to themself should only count as masturbation if another character doing it to them would count as sex.

IMO if a character is clearly deriving sexual pleasure from the manual stimulation of their own (body part), then it should be considered (body part) masturbation, even if that makes no biological sense IRL. for example having an orgasm just from stroking their own horn/tail/tentacle/nose/ear as if it were a penis. Nipples are just an even more straightforward case because people can do that IRL too.

So post #5058267 should be tagged foot_masturbation (not to be confused for autofootjob), post #3139188 should be tagged balls_masturbation (not to be confused for autoballjob), post #5078232 should be tagged breast_masturbation (not to be confused for autotitfuck), etc? Multiple things can also be masturbated at once, e.g. post #5109267 being both penile_masturbation and anal_masturbation, so posts like post #4550773 would be tagged breast_masturbation alongside vaginal_masturbation.

Masturbation can also apply while having sex, e.g. post #5186602 being penile_masturbation while another character is anal_fingering them for sex. So if we create masturbation tags for any body part a character is stimulating on themselves, that means post #5183030 would be nipple_masturbation and breast_masturbation alongside sex.

This just seems it would get out of control if we're consistent with tagging any body part for masturbation simply because they're being pleasured while touching it. It would also lead to a lot more ambiguity, like how penile_masturbation is a penis being masturbated while oral_masturbation is masturbating with a mouth (not the mouth being masturbated); with an expanded set of <body part>_masturbation tags, there would be more confusion over whether it's <body part> being masturbated (which as you note can make no biological sense for various body parts IRL) or <body part> doing the masturbation.
