Please take a look at the general tagging guidelines for Pokemon.
I would support an implication to canine, along with a general shift toward implying other pokemon to more broad categories like that where appropriate, but not to specific species like this for reasons of searchability (someone looking for images of fennec foxes isn't likely to want to see fictional species that are only based on the species).
Even fox might be arguably fine, but fennec is just way too specific. They don’t even really look like fennecs beyond having big ears.

you have the cosplay problem to consider. since pokemon species tags are sort of half-characters they can be tagged without an actual member of the species being depicted directly.

That happens already with normal species given costumes, plushies, etc.
