You can only edit sets you are allowed to edit as a mod. However personal sets are allowed, as long as they are not abused, or kept private. The pool thing on the other hand....yeah, I see that problem.

https://e621.net/user/show/82995 should be warned about this behaviour (since he seems to also be uploading chopped up versionss of other posts just to then pool them).
First guy should be informed that it should be a set, not a pool.
