This sounds like it still involves grinding, just in a specific location/way.

grinding is rubbing against, usually with clothes still on; hotdogging is rubbing between.

By this logic, both titfuck, footjob and handjob should also be considered "grinding".

I think our definition of grinding is too broad to be useful.

I would say no personally. I don't really think of hotdogging as grinding. Technically it seems like all of those positions would be grinding so maybe an umbrella tag would be useful?

The activity is accurately called frottage, but we use that tag for specifically penis on penis frottage.
