oral_sex already implies it, fellatio and cunnilingus imply it through implying oral_sex.

I disagree with the others. Those two tags (anal, vaginal) are the broader groups -- '_fingering', '_penetration', and '_dildo' all go within them. Even having the '_penetration' tags alias to sex wouldn't work well, because Koekje recently collapsed the old '_insertion' tags into the '_penetration' ones, thus use of sex toys would fall into that group, including solo stuff.

Eh, it gets tricky when it comes to penetration and insertion. It's still weird that vagina and anal aren't grouped in with sex. It just seems like common sense.

insertion is with an inanimate object. penetration is a sentient, organic thing. at least thats what i think.

Also be careful about masturbation.

Certainly you can have the anal or vaginal tag for a masturbation image, which it would not be appropriate to have a sex tag for.
