I sort of feel like arguing that it's a valid tag when an arm or arms are a focal point within an artistic work, as is here.
But eh, it's up to the mods.

You may have a point. A quick run through to clear off inappropriate tags would strengthen your case, as would adding new instances to images that deserve it. I looked at the tag though, and as of right now, it doesn't seem that well used.

Well, this kind of tags is the result of people not knowing how to type multiple words tags ; they probably meant "multiple_arms", "arms_warmer" or other stuff.

a different tag will describe that. "arms" as a tag applies to virtually all images. it's silly.

You could create a news post that declares the changes to body part tag usage and directs users to a wiki page called "body part tagging guidelines" or something. It would outline how users are to use these tags properly, and the mods would run strict enforcement of those rules for a time after their enactment to establish them as part of standard tagging procedure.
To begin we'd have to first fix the existing body part tags to reflect the new usage. Then the wiki page would be written, the news post would go up linking to it, and at that point the mods and users would monitor body part tags closely to ensure that they're being used properly.
Once the proper usage of body part tags is ingrained in the general e6 population the mods can ease up on enforcement.
I'm not quite sure how effective that strategy would actually turn out in practice, though...

Not very. Those tags seem to apply to virtually every image on the site. It'd be like tagging "furry."

Then where do we draw the line? Teeth, though not applicable to all images, could be put on a lot more than it is, because there are a lot of images that have teeth in them. Yet I feel the teeth tag is fine, because there are some images where you go "dem teefs." Similarly with eyes. Eyes could be applied to almost every image on here, but I feel it serves a useful purpose in labeling those images where one thinks "dem eyes," or something about the eyes is notable, memorable. Posts like post #182830 or post #177904 are decent examples.
