Well, here's an example to refute it partially. It's not a completely true example, but one to show why I disagree.

If all you see are misogynistic games being produced, even though you don't play them at all you can still say that games are misogynist. Now, try to further criticize them, and you'll be hit or miss, certainly (most likely miss, without basis), but that doesn't mean that the original point, that games are misogynist, is useless (again, this is just part of the example, not me saying that this example is accurate).

A point less controversial would be asking a non-gamer what would get them into gaming, to try and get that non-gamer demographic. Certainly you need to make games that are fun and desired by your core audience as well, but not always. Different games for different demographics, after all.

To a degree. When it comes to art, if you're a fan of art, one tends to pick up information just through osmosis. Even the most novice can figure out that pencil sketches generally happen before inks. Now maybe you've never drawn a thing in your life, but if you see someone trying to do a smooth linework that didn't start as a sketch first, that's obviously legitimate criticism.
People who straight up hate art (and they do exist) clearly have no place making criticism because they have no basis to make it on. You'd almost never see this kind of people on an art community, though.

Bottom line is when you're making criticism, intelligence and clarity are your most useful tools. This can come from first hand experience or familiarity with the subject matter. Most importantly though, while most criticism is valid, none can be deemed 'correct'.
