Kodakara is a place, google found no candy associated with that name. Also the place is in India and the artist is Japanese. This is a well known place in Japan?

MemberNah, it has nothing to do with India or a specific place in Japan in this case, as far as I know.
子宝飴 would translate to something like Children's "Treasure" Candy, since 子 = child, 宝 = treasure / valuable possession / precious object, and 飴 = candy.
Seems like the Japanese usually translate this to Children's Lucky Candy, from what I could find online.
This is a somewhat penis shaped candy that you can find at certain Japanese shrines and festivals dedicated to the celebration of fertility and the like.
You can find some visual examples below of one such place, the Tanjin Shrine (Aichi)[ 田縣神社(愛知) ]

If you search google images for the actual Japanese word 子宝飴 you should also get several images of the candy itself.
