Brock's the dumb ass there. You don't put anything with water in a rock pokemon gym... in fact, those were probably some pretty useless sprinklers if they didnt go off to a fire pokemon, prior to Ash's battle...

Because as of the second generation, trainers were given names, ot just trainer classes like Lass, Bug Catcher, etc. As a result, he was no longer a class of his own like the Lasses and the Bug Catchers, he was just Brock.
