Not same anatomy\mechanism as human, even if ignore the gender part. Canine (and quite a number species) have rigid cocks, because it's a bone. If I'm honest, I don't think that's really the explanation. That's realistic (as realistic as a dual gendered anthro can be).
However, I think it's much more likely that the commissioner/artist just wanted a "flaccid" PP. Especially considering this character seems to be played on the unrealistic side \o.O/
