It looks like the bubble is magnifying the head to make it appear larger than it really is

The dex entries are also conflicting, unless maybe it hugs weak pokemon and drowns them accidentally.

It's implying that the Pokemon drowns Pokemon that attack it, or possibly others. It's essentially a "No Nonsense" type of guardian.

I initially got the "Gee I wish I had a friend... You know, I had a friend once... BUT HE DON'T MOVE NO MORE!" feeling, but the "dangerous protector" makes sense as well.
