So are they like, time-locked, or does he just send them over to the cat-dragon when they're old enough?

That's actually a good question, I'd imagine if the two would send each other cats and kittens when kittens are born and the cats are old enough. It would be an interesting symbiotic relationship.

I think this is the child of the cat-hoarding dragon, which would make some sense. The parent dragon gives it's child the chance to follow in their footsteps.
