Not really? Looking back at page 20, when he's getting her ready for work, she's about up to breast level with him when she's stooped over, getting her pack put on. Page 26 and this page have had her eye-to-eye with him while she's on the arm of the couch and, in his lap now, hunched over, she goes breast level with him. Seems pretty consistent to me.

His hands blur there to imply the act of his patting his lap. It's a quick and sudden movement and she drew his hands like that both to imply the speed of the movement and consolidate the act to a single panel.
