It is a Bamboo Rocket Princess. Basically, it is a mix of the legend of Kaguya (Princess of the moon, having something to do with Bamboo), and a rocket/spacecraft nicknamed Kaguya.

The guys at Game Freak decided that it was funny to combine both things.

Technically, it's not, it's an Ultra Beast. One of the Moon exclusive ones. You can still catch it though and it's treated like a Pokemon.

Kaguya's rocket was an enormous bamboo chute, or at least it was in Okami.
