    Actually, I downscaled the image until the censor blocks were 1 pixel each, then reupscaled with waifu2x back to the original resolution, which effectively decensors the pixellated area. Then I composited that result back over the original image. I did a bit of sharpening and minor touch ups but it does a pretty incredible job on its own.
