Actually, this board's policy on creeps matches the IRL policy fairly well. Person gets creepy, gets a warning, continues, and is ultimately punished.
Also, the amount of people continuing to be creepy after getting a warning or a temporary ban is smaller than the amount of people continuing to be creepy and heading for the lifetime-ban.

Ok, enough nitpicking already. Conclusion: said comment about this picture wasn't necessarily creepy, but other kind of comments like the kind mentioned by aurali can be. It is to the site moderators to decide wether something can be considered creepy and therefore a bannable offense.
What still needs to be discussed in my humble opinion is wether or not it is to the users to decide wether or not something is creepy and making comments containing this opinion.
