Apparently so.
An admin (Ratte) said that the original image did not count as cuckold, and could not be tagged as such.

In neither of these posts is the cuckold tag relevant. Applying my zero (0) contextual awareness, this is simply Krystal cheating on Fox. Nowhere is the viewer shown that Fox enjoys her adultery. Cheating =/= cuck.

I was thinking of cheating or adultery, but again it's not entirely clear if they're a couple or not here. For all we know, they could just be friends with benefits... benefits that won't last much longer according to the context, but still...
