It is the outfit of a "plague doctor", which were doctors who were hired by towns to treat people with the bubonic plague during the dark ages (see Wikipedia)

It's why they show up in series like Black Adder, or video games like Assassin's Creed.

And people dress up as them nowadays because they have kickass masks. Or at least, that's why I would.

FUN FACT: The plague doctors would stuff those beaks full of aromatic herbs and flowers because they thought that the plague was carried by 'miasma' (bad air).
