Unless you glitch the shiny code, then it can be blue, only worked once, and then my game was wrecked beyond repair, luckily I have spares of almost everything.

Shiny Ninetales is silver but has blue on the tips of it's tails. It's not as blue as in this picture but I'm not complaining.
