    It's all in the matter of design and potential complaints or simply the maker's choice. A character with a design like Lola's with a chest in the shape of witch even resembles the possibility of breasts just covering them with fur could actually lead to complaints. I don't get why it's a worry for some shows and not other. Heck I remember complaints about sonic sat am due to sally's design and having the open jacket something about it was going to make kids into deviants or something like that. so it is a legitimate concern at times.
    Thought it was stupid then think it's stupid now, but it happens.
