Yeah, but the way I understood it, Scootabuse is the fandom's reaction to that statement. They went "Why would Rainbow be a terrible sister?" and came up with an explanation centered around abuse. So those pictures and stuff where Rainbow is a complete dickweed to Scootaloo are based on the assumption that they ARE sisters. So yeah, in context, this would be incest - the entire scene is just an AU.

I don't think fanon matters for the purposes of tagging unless it is explicitly stated in the image.
