MemberThe place you are calling fucked up is actually Norway. Our maximum sentence here, is 21years. You can be sentenced to 25years with no parole of you are a repeated offender, but that law has not been practiced in court yet. There are many reasons why our maximum penalty is so low. First and most important is the fact that the worst of the worst are sentenced to "containment", meaning their sentence can be extended after they have served their original sentence, should the court consider them a danger to society.
There are numerous other reasons why our maximum sentence is 21years. Reduced costs, notably better security compared to countries like the US, and the fact that 21years in its own is actually a very long sentence, are just some of the reasons. But another major reason why, is because studies here have shown that prisoners who serve long sentences becomes absolutely dependent on the prisons to survive. Their entire lives evolve around the very concept of having to work as part of their sentence. Prisoners who serve a very long sentence, are far more likely to commit a crime after being released, compared to those who serves a short sentence.
Our prison system have been built from the ground around the very concept of making the transitioning from prison to society as smooth as possible, and a maximum sentence of 21years is just one of many actions taken to achieve this goal. And if AI may say so myself, the government have been very successful. The return rate for prisoners who have served a long sentence have dropped sharply since the 80s, and different from in the US, there are virtually nothing that separates prisoners from the guards. Hell, some prisons holds prisoners without guards at all.
When discussing the length of a sentence, it is important to note that the longer a sentence becomes, the higher the risk of the prisoner committing a crime upon release. It's very simple, especially in a country like Norway where prisons are legally required to keep their prisoners occupied. Many prisons have therefore adopted farming and agriculture as a method of keeping their prisoners going. It is also worth to note that prisoners here are far more peaceful compared to prisoners in other countries.

MemberWell I can say as much as that you should care a bit more about the length of the sentences, because countries where the sentences are the longest, tends to also have a much, much higher return rate. 21years really is the maximum time any sane person could spend behind bars. In fact, many prisoners have had their sentences reduced, because of this specific reason. It reduces the chance of them returning to a criminal career.

MemberYeah there are way too many countries that support the life sentence. And it's not like they are leading the world in terms of rehabilitating their prisoners... Rather they are at the bottom unnervingly often.
