Consider that the ponies in My Little Pony shows are usually teenagers (10-14 or whatever human years) or something, so they're smaller than adults :P

Fifteen hands or higher is a horse. Fourteen or less is a pony.

'Teenage' horses/ponies actually are either at or slightly under their final height. Also, minaiture horses exist. However, it is unlikely that that's waht we see in the show.
