My questions exactly. For me, it seems like the author couldn't wait for these two to talk later, so the author put gengar there to have this conversation sooner than it should

Yeah. Although, this behavior is consistent with pokemon being characterized throughout this comic as thoughtless.

At least put them in adjacent cells, or something. This conversation would work just as well with bars in between.

Charitably, you could say this kind of offense is so rare that Magnazone hasn't yet learned why this is a bad idea...

I mean, the bars are made of bamboo. I suspect this part of the Sheriff post is less jail and more drunk tank.

Well by logic if you put the perps together, they either solve it by talking it out or duking it out where nobody can see. And if someone dies you can always just clean up the one survivor.
