i think it might be a single creature,
its just hard to see the rest of the torso.

also the part behind the raised leg is a wing i'd guess.

I think it has a longer neck like a lizard and it's got its head turned around, pretty sure that's it's jawline.

I think its torso goes behind the cow, which leads down to its chest next to the cow, and its neck trails along the left side of the picture to its head in the top left corner.

I really hope that Dragon is the father of the Cow's offspring.
